2. Declaring April 14 – 18, 2008 as “Crime Victims’ Rights Week” in Douglas County. (Catherine Craft)

RESOLUTION
6. Resolution to amend the Landfill budget by increasing Funds Generated from Fund Balance and Landfill by $400,000 ($200k / year) for FY07 and FY 08.

7. Resolution to amend the budget by increasing ARC Title III Revenue and Department of Family & Children Services by $29,535.

8. Resolution to amend the General fund Departmental budgets by $2,000,359; E-911 Fund by $5,154 and Landfill Fund by $26,050 and Encumbrance Brought Forward and/or Appropriate Grand Revenue respectively for each fund.

9. Resolution to amend the budget by increasing Clerk of Court revenue and Clerk of Superior Court department by $12,190.

10. Resolution to transfer approximately $6 million of remaining bond proceeds from US Bank to a new SunTrust account.

11. Resolution to amend the budget by increasing Donations by $2,765, State Grants by $12,793 and Insurance Claims by $17,900 as well as EMA by $11,148; Fire & EMS by $1,000; Communications by $765; Grants by $2,645 and Rideshare by $17,900.

12. Resolution to approve (i) the final arbitrage rebate calculation prepared by Grant Thornton LLP, (ii) the payment of the arbitrage rebate amount plus all costs in connection therewith from the remaining bond proceeds, and (iii) the delivery of the Form 8038-T and a Waiver of Penalty Letter to the IRS.

13. Resolution to amend the effective date of the tax incentive program for Mac Papers, Inc.

PUBLIC HEARING
14. Metropolitan River Protection Act Certificate for property located at the Douglasville-Douglas County Wastewater Treatment Plant off Riverside Parkway. (Cynde Welch)

CONSENT AGENDA
15. Authorization for Chairman to execute an EMS Billing & Collection Agreement with Alpha & Omega Medical Billing Services and authorize Chairman to sign all necessary documents.

16. Authorization to award bid for pavement marking to all firms, with Peek Pavement Marking of Columbus, GA as the primary vendor based on their submittal of the lowest rates for most items; Crossroads Contracting of Douglasville, GA as the secondary; and Highway Services, Inc. of Douglasville, GA as the third supplier.

17. Authorization to award bid for gravel materials to all firms, with LaFarge Aggregates Southeast, Inc. of Douglasville, GA as the primary vendor based on their submittal of the lowest rates; Vulcan Materials of Lithia Springs & Villa Rica, GA as the secondary; and Greg Holland, Inc. as the third supplier.

18. Approval or rejection of tax refund/credit and digest correction requests.

19. Authorization for Chairman to execute Assistant Public Defender (Superior Court) Employment Agreement with Sean Goldstein.

20. Authorization for County Administrator to negotiate an amount between $330,000 and $360,000 to grant easement and assign ground lease to Global Signal Acquisitions IV LLC and to authorize Chairman to sign all necessary documents subject to legal review.

21. Authorization for Chairman to Execute Amendment to Purchase Agreement with Richards’ Advantage Housing, LLC.

22. Authorization to execute contract with Mrs. Mary Dorin for coffee and breakfast service at the Transportation Center.

23. Approval of the “Scope of Services & Fee” proposal for the Douglas County Court & Governmental Administrative Facility Programming Services as set forth by Hullmuth, Obata, & Kassabaum, Inc. (HO&K).

DISCUSSION ITEMS – BOARD OF COMMISSIONERS

ANNOUNCEMENTS

We invite all Douglas County residents to meet and greet the County staff and get information about County services and programs during our County Government Week exhibit inside Arbor Place mall Friday - Sunday, April 4th - 6th. This annual event is one of our ways to take government out of the Courthouse and bring it to the people.

Our theme this year is “Protecting Our Children”, and the department exhibits will reflect how we work to protect the next generation. On Saturday afternoon, April 5th, we invite our residents to bring their children to the “Touch a Truck Experience” for kids from 12 noon - 4 p.m. in the parking lot of the mall. The “Touch A Truck Experience” will feature Sheriff’s cars, fire trucks, the fire safety house, the CARE Program driving simulator, road equipment, and many more vehicles and pieces of equipment for kids to climb in, on and over. We look forward to meeting our residents, and we encourage you to come and see us the first weekend in April.

Each year, the Board of Commissioners strives to be out in the community to communicate with our residents. For the past three years, we have held Town Hall meetings in each of the four Commission Districts, and we will do that again this year.

The first is District 4, hosted by Commissioner David Latham, and it will be held Monday night, April 14th, from 6 - 8 p.m., in the Centre at Arbor Connection on Douglas Boulevard across from KIA. All citizens are invited. From 6 - 7 p.m., residents can meet and greet our Department Directors and ask them questions while viewing tabletop displays, and from 7 - 8 p.m., residents can meet and greet and ask questions of Commissioner Latham and other Commissioners who may be in attendance. We look forward to seeing you on Monday, April 14th at the Centre at Arbor Connection.

The Georgia DOT in conjunction with our own DOT will host a Public Meeting on the plans to replace the Mason Creek Road bridge. The meeting will be held Thursday, April 17th, from 5 - 7 p.m. at Winston Elementary School and the Public is invited.
