Black and Hispanic appointees sparse too

Besides the low numbers of Hispanic and black elected officials in Carroll County, there is a similar dearth of appointees from those two groups to the dozens of boards and committees at the three largest municipalities: the county government, and the cities of Carrollton and Villa Rica.
